Fishery Officer, Climate Change Specialist

The Fisheries and Aquaculture Division (NFI) is responsible for the economic, social, institutional, governance and policy aspects of FAO's activities related to fisheries and aquaculture and their development, with particular emphasis on human well-being, food security and poverty reduction; post-harvest utilization, marketing and trade with due regard to the protection of the environment, food security and the well-being of fishing communities; collection, compilation, validation, trend analysis and dissemination of the best available and up-to-date fishery statistics and for the syndication of the FAO information on all aspects of world fisheries and aquaculture. The Division is also responsible for FAO's activities related to the management and conservation of the living aquatic resources used by fisheries and aquaculture, including the biodiversity and ecosystem maintenance, with particular emphasis on most vulnerable and threatened species and habitats; management of responsible fisheries and aquaculture in accordance with modern management standards and best practices; development of fisheries technology, with due regard to the protection of the environment, food security and the well-being of fishing communities, including the safety of fishers and fishing vessels. 
The post is located in NFI at FAO headquarters in Rome, Italy.

Reporting Lines
The Fishery Officer (Climate Change Specialist) reports to the Senior Fishery Officer, Resilience Team, NFISR.

Technical Focus
Provision of support and assistance to FAO's work on climate change in fisheries and aquaculture, specifically on resource mobilization. In this regard, the Fishery Officer (Climate Change Specialist) will assist in developing relevant knowledge products, policy guidance and tools, formulating and implementing relevant field projects, and preparing FAO's contribution to the United Nations Framework Convention on Climate Change (UNFCCC) processes and events, as well as material of relevance to Donors.

Key Results
Collection and analysis of information, data and statistics and project/meeting services to support programme projects, products and services.

Key Functions
• Collects and analyses relevant technical, social, economic, environmental, institutional and technology related information, data and/or statistics to support the delivery of programme projects as well as products and services.
• Undertakes analysis, provides technical input for plans and reports and edits/revises technical/scientific documents.
• Participates in the development of improved work methods, tools and systems.
• Updates databases and web pages.
• Participates in multidisciplinary project/work teams.
• Collaborates in the development of training tools and materials and the organization of workshops/seminars, etc.
• Participates in the organization, conduct and follow-up of meetings, consultations and conferences, the development/production of required materials and the provision of information and assistance to partners.

 Specific Functions
• Provides inputs to the development of the NFI implementation plan of the FAO Strategy on Climate Change.
• Assists in the follow-up to relevant Committee on Fisheries (COFI) requests on climate change development.
• Assists in the preparation of FAO's contribution to UNFCCC processes and events (Ocean Dialogue, Subsidiary Body for Scientific and Technological Advice - SBSTA session, pre-Conference of the Parties - COP and COP, etc.).
• Provides assistance to resource mobilization work by developing material of relevance to Donors.
• Contributes to the content development and publication of climate change knowledge products as required.
• Provides assistance to the implementation of fisheries and aquaculture field projects on climate change as required (e.g. organization of workshops, reporting) and the development of field project concept notes as appropriate.
• Supports the coordination work for the NFI Working Group on Climate Change (e.g. internal meetings, information sharing channels) and for a wider network on climate change in fisheries - aquaculture if needed.
• Assists in the liaison with other FAO Divisions and contributes to corporate inputs in international climate-related processes and events.
• Contributes to the update and management of the NFI climate change projects inventory, as well as the compilation of climate change publications.
• Assists in the organization of and participates in relevant meetings, conferences, seminars, and workshops as required.
• Performs other related duties as required.

Minimum Requirements
• Advanced university degree in fisheries science, fisheries and ocean related legal and institutional aspects, climate science/policy, maritime affairs or related fields.
• Three years of relevant experience in climate change, fisheries management, fisheries/ocean governance or related fields.
• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official language of the Organization (Arabic, Chinese, French, Russian or Spanish).

• Extent of knowledge on climate-related international instruments, processes and events, as well as fisheries and ocean governance frameworks.
• Extent and relevance of experience in the preparation, editing and revision of technical/scientific/communication documents.
• Extent and relevance of experience in organizing and/or participating in meetings, conferences, seminars, workshops, etc.
• Extent and relevance of experience in providing assistance to the formulation, coordination and implementation of climate change projects for fisheries and aquaculture.
• Extent and relevance of experience in supporting the coordination and liaison with different offices, regional and international organizations.
